Now the honest counterweight, because it matters
Oregon's fund is small compared with Georgia, Texas or California, the state pays cash rebates rather than credits, and the programme has a defined sunset date. The size of this board is not an accident — this is a modest, capped market.
A rule reserving roles for locals is worth a great deal when there are roles. It does not manufacture them.

There is an additional uplift for shooting outside the Portland metro zone. Good for Oregon actors generally; complicated if you are Portland-based and unwilling to drive to the coast, the gorge or Bend. Do not filter to Portland proper and assume you have seen the state.

Oregon Film tells actors to check Facebook groups
The state film office maintains a local casting page and points to the industry association's talent services directory — and it also names the community groups where casting actually gets announced. No other film office in this build does that.
Five of these are Facebook groups; Klamath Film is a nonprofit based in Klamath Falls, about a five-hour drive south. All six are linked from Oregon Film's own casting page.
That is the state authority telling you the informal channels are where the work is — and notice how it connects to everything above. Local productions using the resident-hire tier have a structural reason to cast locally, and locally is precisely where those roles get announced: in community groups and local casting databases, not on national platforms.
So the Portland strategy runs in a different order

And a union commercial extras call stated explicitly that no acting or modelling experience was required, open to anyone comfortable on camera and good at taking direction, with mileage and travel time provided per contract. In a small market, union work is not necessarily gatekept the way people assume.
