The thing nobody tells Georgia actors
Georgia does not license talent agents
California requires a state licence from the Labor Commissioner. New York, Florida and Texas license too. Georgia requires nothing. Anyone can print a business card that says talent agent and start taking meetings tomorrow.
That is not a scare story, it is a licensing fact — and it changes what you should be checking. In a licensed state you can ask for a licence number and complain to a regulator. Here there is no number to ask for and no regulator to call.
So SAG-AFTRA franchise status is the check
It is the only independent verification that exists in this market. A franchised agency has agreed, in writing, to rules it can lose its franchise for breaking — no upfront fees of any kind, no requiring you to use a particular photographer, no requiring you to take particular classes, and commission capped at 10% on union work, payable only when you are paid.
The footnote almost nobody reads
“Franchised” means two different things
SAG-AFTRA publishes two Atlanta lists. Being on the first one is what makes an agency safe to engage. Being on the second one changes what you may be handed to sign.

A legitimate business in this chain earns money from the production, not from you. That holds in every market under every union agreement, which is what makes it a test rather than a judgement call.

Five of these will not read your email
Five Atlanta agencies state publicly that they are referral-only and do not accept unsolicited submissions. They are still listed, because they are real and you should know they exist — but a cold email to them is a wasted afternoon.

Two of them split it by department. J Pervis is referral-only for on-camera but its voice-over desk takes email submissions with a sixty-second MP3 demo. Common questions
Do I need an agent to work in Atlanta?
Not for background or real-people work — you register with extras casting companies directly, and that registration should always be free. For principal and campaign work, representation matters.
What is the difference between the two franchise lists?
An agency on the All Franchised Agencies list is bound by the full SAG-AFTRA franchise agreement. An agency also on the AFTRA 12-C Only list is franchised under AFTRA rules only, and SAG-AFTRA warns it may offer a non-conforming contract. Both are tagged above.
How much commission should an Atlanta agent take?
On union work a franchised agent may not charge more than 10%, and only when you are paid. Non-union rates are set by your contract and are commonly higher. Georgia does not cap them, so read the contract.
Can I get an Atlanta agent if I do not live in Georgia?
Some agencies will consider it and some will not. Houghton asks for true Atlanta local talent only. Being a local hire means the production pays you no travel, housing or per diem — which is exactly why local actors get seen for day player and co-star roles. Expect to be asked which markets you can work as a local.
How does an agency get listed, or correct its listing?
